Unplanned outage: Level3 transit 2005-10-20 2245-2315

Level3 experienced a massive failure across their network last night as
a result of maintenance in Chicago.  NERO customer traffic was impacted
between 2245, when we first observed the Level3 outage, and 2315, when
traffic had shifted to Wiltel.  NERO's connection with Level3 did not
restore to normal until 0200.
