The provider has isolated the problem to an unintended side effect
during provisioning that created a loop in the ethernet transport. This
resulted in a subsequent broadcast storm and congestion on the link.
They are currently evaluating the best methods to make sure this does
not recur.
Traffic should continue to be stable going forward.
