Unplanned outage: LS Networks Portland Outage, 8/23/2009, 1022-1252

All NERO connections to LS Networks services originating or terminating
in Portland experienced multiple outages today, August 23, 2009, between
1022 and 1252.  The following sites experienced with varying degrees of
impact:

Coastal Oregon Marine Experiment Station: complete outage
Jefferson County School District: multiple short outages
NERO Hermiston Hub: minimal outage, redundant circuit
NERO Pendleton Hub: minimal outage, redundant circuit
Western Oregon University: primary circuit outage, backup circuit
                           congested

We have not received a complete report on the issues but will be
following up with LS Networks on Monday and work on mitigation strategies.
