Unplanned outage: Portland ATM and Frame Relay circuits down, 4/21/2009, 0812-TBD

All services returned to normal after clearing and bouncing the NERO
interface.  It appears something was stuck between the NERO interface
and the Qwest ATM switch.  This interface and circuit has had no issues
like this in the past but we will monitor closely in case of a recurrence.
