Unplanned outage: Bend and WOU locations, 10/15/2006, 1822 start time

The LS Networks circuit has come back up again and is passing traffic. 
However, we still have had no response from LS Networks about the outage 
cause or whether service has returned for good or not.

We will send another note when we have confirmation.
